Almost the entire population of Christians are expatriates. The constitution protects freedom of religion, but legislation is based on Islamic law and all religious organizations must register. Foreign Christians are allowed to worship in private homes or work compounds, but Christian meetings are monitored. Muslim-background believers risk persecution from family and society. The beginning of 2011 saw an outbreak of civil unrest in which two people died. However, protests soon faded after the Sultan promised more jobs and benefits.

- For spiritual growth and encouragement for the small number of indigenous believers.
- For the gospel to be spread through Christian satellite TV and radio programs.
